Update Set-AzureRmLocalNetworkGateway and add Set-AzureRmVirtualNetworkGateway

-Added parameters for changing the local network gateway's BGP settings

Added Set-AzureRmVirtualNetworkGateway command so individual virtual network gateway properties can be changed easily

Added/recorded tests to cover both commands
