It's still used in several pipelines. Can't delete it right now. The next step is to replace it with get-github-token-steps.yml
in other pipelines (internal or release pipelines). Let's wait for a few days to see if public pipelines are all good.

It's not an extra step. If we do not add it manually, Azure Pipelines will checkout "self" repository anyway. We only add it for adding a parameter (by default it's false).

Although it looks a bit tricky, it's just a general git feature used by Azure Pipelines. I think it won't change for years. Even if it does change, we can use PAT for a workaround immediately. (I think it's stable because if it's changed, it will be a big breaking change of Git or GitHub.)

No. It's because the test and analysis steps do not use GitHub PAT at all. We pass the OCTOKITPAT
value to them but they do not need it.
