This option is needed to use Powershell SDK against RDFE simulator. This is an internal feature required for Hortonworks to create cluster without a valid subscription in test environment. There change has no impact on any other production features.

@shuainie We are not taking PRs against the public repo for this Sprint. Please submit changes agsainst the private repo (build branch for Sprint 47, ignite branch for Sprint 48)
