Fixing issue #7513. Make sure the diagnostic settings can be added without explicitly specifying the categories.

@pmooij The current release of AzureRM 6.12.0 should have this fix in it. Of the Insights module, it should be part of AzureRM.Insights 5.1.5, which you can get on the PSGallery here.
