An ubuntu-latest image refers now to Ubuntu-22.04.
A conda package built there can be installed on older Ubunutu 20.04 due to

ImportError: /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.32' not found

The PR is proposed to use ubuntu-20.04 image for build step on Linux and both ubuntu-20.04 and ubuntu-22.04 images for test step.
