CompatHelper: bump compat for InfiniteLinearAlgebra to 0.9, (keep existing compat)

This pull request changes the compat entry for the InfiniteLinearAlgebra package from 0.8 to 0.8, 0.9.
This keeps the compat entries for earlier versions.
