Conda takes too long to converge.
Basemap has been deprecated in favor of cartopy: https://github.com/matplotlib/basemap#basemap

conda is too slow to converge and torch can be installed from pip for any cuda versions now.
Removed
basemappackage which has been deprecated in favor ofcartopy. It had conflicting dependencies and won't be upgraded anymore.
