This PR aims to add obj and bin folders from Tools/CI to gitignore in order to reduce noise of PRs created by Renovate bot as well as increasing security with those type of files.

Additionally wrench is being updated and recipes regenerated which should reduce this noise from Renovate bit even more. Beside wrench version being updated, also TargetFramework within CI Cookbook is being updated from net7.0 to net8.0 which is required for this wrench update
