Opening this now for visibility and comments on cleaning up the C# code from the toolkit pod.

TODO:

  • Sending seeds from python
  • Implement multirangeuniform sampler
  • tests C# tests
  • Decide what to do about 'gravity'
  • Update parameter conversion script
