Added the 14-Segment AlphaNumeric FeatherWing. This makes use of the HT16K33 Library and includes features such as a Scrolling Marquee.

To use in CircuitPython, simply install the Adafruit CircuitPython bundle.

To use in CPython, pip3 install adafruit-circuitpython-featherwing.
