I believe that this was fixed between rc.1 and final, and only folks using 7 rcs were affected.

I saw this yesterday as well with an ng update @angular/cli to 7.0.1. It did not update "@angular-devkit/build-angular": "^0.9.0", to "@angular-devkit/build-angular": "^0.10.1",.

This was also mentioned in #12646 (comment) and #12624 (comment).
