Currently the paginator will show tooltips on the disabled buttons based on which kinds of events are fired on disabled buttons (e.g. IE and Edge won't show a tooltip, whereas Chrome, Firefox and iOS Safari will). These changes disable the tooltip explicitly, if it's on a disabled button, in order to make the experience consistent between browsers.
