When scrolling a drop list we increment scrollTop or scrollLeft, but if the list has scroll snapping the browser will only scroll it according to the snap points. These changes reset the scroll snapping while the user is dragging.

Fixes #18162.

Will this snap to one of the snap points when you finish dragging?

It won't, it just stays where the user stopped.

LGTM

Insofar of behavior with relation to snapping, seems like it's something we can always change without worrying about actually breaking any apps
