Update javadocs buildspec & script

Motivation and Context

The buildspec no longer matches the current script, and so can cause unexpected results when generating the cross-linking file.

Description

Removes a parameter from the generate_cross_link_data.py script that's no longer necessary since previous changes implemented. Also updating command in buildspec instructions to match.

Testing

Tested running the script with parameter specified and not specified - results were consistent. Also verified the output file correctly redirects to EC2, S3, and DynamoDB API ref/javadocs
