Description of changes: Address all minor updates for dependencies discovered by dependabot.
package and package-lock.json were generated via:

npm i [email protected] @aws-sdk/util-utf8-browser@3 @aws-sdk/util-hex-encoding@3 [email protected] [email protected] --package-lock-only @aws-sdk/util-buffer-from@3

However, that did not work perfectly, so there was some minor editing of both to ensure that none of the mentioned dependencies were added to the Prod dependencies in the package.

Huh... I find it weird that 3615bc does not exists... as in clicking on it takes me to a 404 page...

Discarding this PR. I will have a better one that I am sure handles everything... I am not sure this one turned out right...
