Description of changes:
This change remove karma/puppeteer related dependencies to project root so that individual package(
fetch-http-handler,hash-blob-browser) doesn't come with chunky dependencies. So it accelerates the installation.By submitting this pull request, I confirm that you can use, modify, copy, and redistribute this contribution, under the terms of your choice.
