This PR adds an interface for request signers to follow. Credentials should be resolved before being passed to a signer, and signing is modeled as always asynchronous. This PR will be followed up by one implementing a standard SigV4 signer, one implementing S3's flavor of SigV4 signer, and a no-op anonymous signer.
