Description

Moves deletion of cloudwatch alarms in After call

Testing

No easy way to simulate failed test. The After call was tested in #3948

Success case

$ aws cloudwatch describe-alarms --alarm-name-prefix aws-js-sdk-alarm

$ yarn run cucumber-js --fail-fast -t @cloudwatch
