fix(e2e): delete sns topic in After call

Description

Moves deletion of SNS topic in After call

Testing

No easy way to simulate failed test. The After call was tested in #3948

Success case

$ aws sns list-topics | jq '.Topics[].TopicArn | select(startswith("aws-js-sdk"))'

$ yarn run cucumber-js --fail-fast -t @sns                                         
yarn run v1.22.19
$ /local/home/trivikr/workspace/aws-sdk-js-v3/node_modules/.bin/cucumber-js --fail-fast -t @sns
