Description

Applies the client codegen changes from smithy-lang/smithy-typescript#726.

This change to generate enums as const reduces the size of the transpiled JavaScript.

The Java 17 check ran successfully, but for some reason isn't showing up as completed on this PR. See https://github.com/aws/aws-sdk-js-v3/actions/runs/4555007080/jobs/8033631384.
