Description of changes:
The original thought process behind making at least HyperparameterTuner.fit() non-blocking was because those jobs would be long running. However, all of the SageMaker jobs are long running, so I think consistency would be better. (Also because I was asked about this multiple times in one week.)

Testing done:

  • unit tests, linters
  • ran the integ test that failed in the first PR run
