This pull request updates the winrt versions of curl to v7.48. ANGLE is updated to v2.1.7. zlib dlls are updated to support the curl builds.
Once these builds are pulled and the download-deps version number is incremented I will make a pull request to cocos2d-x to update the Windows 10 and Windows 8.1 projects to use these new libs.
@ricardoquesada These libs must be pulled before the v3.11 release.
