This PR updates ANGLE on Windows 10 to v2.1.11 and Windows 8.1 to v2.1.10. Please note that there will be no further updates to ANGLE on Windows 8.1. The ANGLE team at Microsoft now only supports Windows 10 in future work.
This PR also updates CURL for winrt platforms to add a missing -DCURL_ZLIB:BOOL="1" option. This will enable gzip support.
This PR updates the version to v3-deps-116
