Change "full specializations" to "explicit specializations" in [atomic.types.generic]/4

Currently the paragraph reads:
"There shall be full specializations of the atomic template for the integral types..."

Full specializations should be changed to explicit specializations so it reads like so:
"There shall be explicit specializations of the atomic template for the integral types..."
