Add VueJS component snippet.

A basic snippet for VueJS components that sets the component's name to the filename and places the cursor in between the <template> tags.

Not exactly sure what condition: t is contributing, but it was in the default snippet's template.

All requested changes have been made, note that I added $3 to allow editing the component's js.
