@davidfowl certainly doable though easier in bash e.g. curl --retry 5. eng/common/tools.ps1 probably contains the best loop to mimic for PowerShell.

Now that I'm looking, not retrying downloads is a general problem in most of our eng/script/install*.* scripts.

But, I'd rather not hold this up for that fix. Please open an issue or a PR.

❌ Uh oh, this pull request could not be updated automatically. New commits were pushed to release/3.1, but I could not automatically push those to merge/release/3.1-to-master to update this PR.
