add favicon feature

Description

• added a new feature for reporting favicons
• made the monitor part configurable remotely (eg: it can be turned off)
• context: we are replacing the following https://github.com/duckduckgo/apple-browsers/blob/main/macOS/DuckDuckGo/Favicons/Model/FaviconUserScript.swift#L70-L107

Testing Steps

• Integration tests are added, and further testing required in the macOS PR to be open soon.
