ntp: support default background colors

Description

• support new, optional defaults for background colours (to support a visual refresh, which will be behind a flag)

Note

This PR is safe to merge + release before the native sides are ready.

Testing Steps (NTP)

• visit the URL https://deploy-preview-1596--content-scope-scripts.netlify.app/build/pages/new-tab/
• Verify the background color of the BODY tag matches the old values, #fafafa for light mode, and #333333 for dark
• 
• 
• next, append the param defaultStyles=visual-refresh, and perform the same checks, now the values should match
  • eg: https://deploy-preview-1596--content-scope-scripts.netlify.app/build/pages/new-tab/?defaultStyles=visual-refresh
  • #E9EBEC for light mode
  • #27282A for dark mode

• Check the main application application wrapper is styled with the old background colors
  • check class="App_layout" has the old values, #fafafa for light mode, and #333333 for dark
• Now visit this URL - https://deploy-preview-1596--content-scope-scripts.netlify.app/build/pages/history/?defaultStyles=visual-refresh - the values here should also be
  • #E9EBEC for light mode
  • #27282A for dark mode
