This reverts commit ffc5d33.
#4424 broke the instrumentation test for
firebase-firestore(example failure) andfirebase-storage(example failure). The same failures can be reproduced locally via./gradlew :firebase-firestore:connectedCheckand./gradlew :firebase-storage:connectedCheck.#4424 is rolled back for now. b/268091395 tracks the work for fixing it forward.
