Per b/272577277,
Our doc generation is currently broken, and I'm debugging why that is. It seems to be an issue with GitHub's runners. As a work-around, switching the runner to macos prevents the doc generation from hanging. Although, macos runners are x10 as expensive- so this isn't an optimal solution, and should be reverted after b/271315039 is fixed.
