PowerShell does not understand the Command Prompt %ENV_VAR% syntax, it
uses $env:ENV_VAR instead. Offer such an invocation to the reader in
the "What options did you set as part of the installation" question.

@phil-blain my apologies for the delay and my lack of communication: I meant to mention that I want to use this PR as an excuse to build a new snapshot with an updated MSYS2 runtime, but there are still some snags with that.

I do plan to go through with that plan, still, and to do that before releasing GIt for Windows v2.36.1, even if that means that Git for Windows' v2.36.1 is quite a couple of days later than Git's.
