The GitLab API for Jobs supports - https://docs.gitlab.com/ee/api/jobs.html. Thus adding SKIPPED enumeration.

@jmini we are waiting for the release to cut in 6.0.0-rc2 so that we can use this feature during the migration of Jenkins GitLab Plugin to GitLab4J-API. |
