The GitLab API for Jobs supports SKIPPED commit status - refer. Thus adding SKIPPED enumeration in GitLab4J-API

@jmini we are waiting for the release to cut in 6.0.0-rc2 so that we can use this feature during the migration of Jenkins GitLab Plugin to GitLab4J-API.
