[public-api] Fix panic due to incorrect err ref

How to test

1. Preview
2. Sign in
3. Repeatedly reload /workspaces page until you exhaust the rate limit imposed by server
4. Eventually, you should get a "rate limited" response, but not a 500 from the ListTeams endpoint
