Support custom CA in trust-manager

Description

This PR adds back the support of SCMs using Custom CAs to Gitpod. The components will respect the custom CA provided as a secret in the clusters. The secret name is to be passed to Gitpod config in the following format:

customCACert:
   kind: secret
   name: <secretname>

The secret key should be of the name ca.crt

  If enabled this will create the environment on GCE infra
• with-integration-tests=all
  Valid options are all, workspace, webapp, ide, jetbrains, vscode, ssh. If enabled, with-preview and with-large-vm will be enabled.
