[preview] update VM image to account for kernel update

Description

Bump the VM image to account for a kernel update. Depends on https://github.com/gitpod-io/gitpod-packer-gcp-image/pull/245 and these tests passing (they did).

The VM the tests ran in had the change too:

+ image  = "projects/workspace-clusters/global/images/gitpod-k3s-202308111617"

And the kernel is up-to-date (check the packer repo PR).
