Make cargo rerun if input files change

Currently this doesn't seem to be the case. I assume there is some API for it somewhere. A quick search shows nothing yet.

I don't know if there is an API, it's a bit problematic. I'll try to look into it.

Looks like Cargo.toml is what's supposed to be used. Probably worth a mention in the docs.

It's worth mentioning that my attempt to do this in my project didn't work. See rust-lang/cargo#6031 (comment).
