Bump sccache to 0.10.0 and sccache-action to 0.0.9

What does this PR do?

This PR bumps the sccache and sccache-action versions to 0.10.0 and 0.0.9, respectively; in order to bypass the deprecation reported at https://github.blog/changelog/2025-03-20-notification-of-upcoming-breaking-changes-in-github-actions/#decommissioned-cache-service-brownouts, affecting sccache.

This PR applies the following changes:

• Bump sccache in both GitHub Actions and Dockerfiles to 0.10.0
• Rename ACTIONS_CACHE_URL to ACTIONS_RESULTS_URL as per Time sensitive: GitHub Actions cache service (Update Guidance) mozilla/sccache#2351
• Bump sccache-action to 0.0.9 (including the pinning for the sccache version to 0.10.0)
