I don't understand this. How does this make lib:ghc reinstallable?

@ElvishJerricco this changes the solution such that it doesn't pick ghc from the package database that ghc ships with anymore. As such essentially trying to rebuild lib:ghc.

You will still need to supply some lib:ghc though and a patched ghc, see input-output-hk/iohk-nix#42.

Oh so this just says "I guess it's ok, if you can supply it." But doesn't actually do anything to help with supplying it?

@ElvishJerricco right. If you look at #94 it's a bit in the air how much of iohk-nix might/should be moved into haskell.nix or some alternative repository.
