[SYCL][FPGA] Merge experimental latency control API into supported/sycl_ext_intel_fpga_lsu.md (#5962)

The experimental latency control API has since been implemented in sycl::ext::intel::experimental::lsu, but never merged back into the supported extension specification.

Pipe spec has already been merged here: #5895.
