[SYCL][Docs] Merge experimental latency control API into SYCL_INTEL_data_flow_pipes (#5895)

The experimental latency control API has since been implemented in
sycl::ext::intel::experimental::pipe but never merged back into the
supported extension specification.

This is a prerequisite of further experimental extensions in

#5838
