[SYCL][Doc] Update EnvironmentVariables.md to add 'fpga' in SYCL_DEVICE_ALLOWLIST (#12749)
As per discussion in #12632, this PR updates SYCL_DEVICE_ALLOWLIST documentation to also allow 'fpga' as a valid device type. PR #12614 already implemented this change.
