Use the %cxx_std_option LIT substitution to make sure the cpp standard flag is handled correctly by the compiler in both Linux/Windows.

Failures are unrelated, the PR only changes one test and that one is passing everywhere.
@intel/llvm-gatekeepers This should be ready for merge.
