This PR makes the following tests pass:

SYCL :: SubGroup/broadcast_fp64.cpp   
SYCL :: SubGroup/reduce_spirv13_fp16.cpp
SYCL :: SubGroup/reduce_spirv13_fp64.cpp 
SYCL :: SubGroup/scan_spirv13_fp16.cpp
