Fix #2786
Description
Added support for static IPv6 Addresses configuration on NLB.
Note: similar to private-ipv4-addresses, The LBC currently requires the IPv6 addresses configured for every subnet.
The ELBv2 API don't enforce that, some subnet can continue to use auto-assigned IP addresses, we might relax this requirement in future LBC releases.
