Add deprecated apiGroups Detection on push/PR to the workflow action.

@jerryhe1999, thanks for the contribution. I think it's better to have a separate yaml under /workflow, instead of adding it to the unit test workflow. With the current change, the deprecated api detector will be probably running on any open PRs, it might be better to limit it to the PRs merged into main branch.
How about we have a deprecated-api-detect.yaml
