fix the ci tests failure by bypassing nodegroup eviction

Issue

We see recent e2e test failure, indicating a pdb is blocking the node draining. It might be the default pdb of coredns addon, with default setting maxUnavailble: 1. This change rolled out on addon config months ago, it's yet to understand why the test failed recently during cleanup stage.

Description

Add a flag --disable-nodegroup-eviction to bypass the pdb during cleanup.
