This adds PR templates for the different classes of changes we support, according to VERSIONING.md.
There was a typo in the release steps section, plus a clarification needed around separately annotated commits.

This introduces PR templates for each of the different types of changes (as per the versioning document). It also fixes and clarifies the aforementioned versioning document (around build steps and separately tagged commits).
