This PR:

  • Adds a variable CAIRO_2_VERSION to the Makefile, that is used for the compiler download. This should make it easier to bump it.
  • Adds a target for the compiler binary download. This should allow for changing the version without re-downloading the same binaries every time.
  • Bumps the compiler version to v2.1.0-rc2
