[clang-tidy] ignore consteval function in ExceptionAnalyzer

[clang-tidy] ignore consteval function in ExceptionAnalyzer

`ExceptionAnalyzer` can ignore `consteval` function even if it will throw exception. `consteval` function must produce compile-time constant. But throw statement cannot appear in constant evaluation. Fixed: llvm#104457.
