See developer policy for context on the maintainers terminology.

Currently @vegovin is listed as the maintainer of the Sparc backend, however they haven't been involved with LLVM for about 10 years already, so I'd like to find a new maintainer for this backend.

Looking through the history of the target, I think most of the contributions come from @koachan, so I'm nominating them as the new maintainer. I believe @rorth is also involved with this target, so maybe they should be listed as well. Feedback welcome.

Given @koachan's amazing SPARC work, I'm all for this change.

As for my involvement, I do run the Solaris/sparcv9 buildbot, but my work mostly involves Solaris stuff, not the backend.

Thanks for the nomination! I'll be glad to accept it but first, a question:

In the link given it is said that I am expected to "engaging in their responsibilities the majority of the days in a month", but due to life circumstances I can only do larger activites (like reviews or code contributions) in a couple times every month (but I should be able to respond to messages and questions in any day just fine). Would that still be fine?

Yes, that's fine. The requirements here are a lot more loose than written, esp. for areas that don't get all that much activity in the first place...
